Ukrainian and Russian negotiators held face-to-face talks in Istanbul on Tuesday as Ukraine resumed evacuations from territory occupied by Russian forces and clung on in the besieged city of Mariupol.
In an interview with the American television network PBS, Peskov indicated that Russia reserves the right to use nuclear weapons, but at the same time, it will resort to this only in two cases, one of which is Russia's exposure to an existential threat.
"We have information that Putin felt misled by the Russian military," leading him to mistrust the military leadership, the US official said, speaking on condition of anonymity and citing newly declassified intelligence reports.
More than 3.3 million refugees have already fled Ukraine through its western border, with around 2 more million displaced inside the country.
The Mariupol city council claimed hours later that Russian soldiers had forcibly relocated several thousand city residents, mostly women and children, to Russia. It didn't say where, local authorities pleaded for more Western help.

Hundreds of thousands are believed to be trapped inside buildings, with no access to food, water, power or heat. Both civilians and Ukrainian troops were coming under Russian fire, said regional governor Pavlo Kyrylenko.
The bi-annual exercise, known as Cold Response, has taken on an added significance for some of the roughly 3,000 US Marines taking part in it because of Russia's invasion of Ukraine.
There have been many lives lost in Makariv since the invasion began. More than 15 workers died when an industrial bakery was shelled. A video has emerged of a Russian armoured carrier apparently opening fire and blowing up a car with an elderly couple inside.
The city council made clear it was still not possible to determine the exact death toll after the incident, in which it said a powerful Russian airstrike hit the Drama Theatre where hundreds of people had been sheltering in the encircled city.
