Immigrant visas

The Trump administration has stopped immigrant visas from 75 countries. One or two such as Russia could be expected but most are what he considers Third World countries. Who decides what each country’s rating is although I am sure he considers their mineral and oil reserves amongst other financial considerations.
Most of the countries could do with help from the USA in terms of aid and security but they probably won’t get any. I am sure that all of the countries have a clear majority of good people who would make good immigrants but will never get a chance, or at least for about three years.
