As someone who drives a family member with a handicap sticker, I am perpetually annoyed with the shortage of Accessible Parking spots, and let's not mention the parking bay thieves, but now I am going to try the British approach.
A British gentleman parked his car correctly, in South London, before going on a short holiday but returned to find it was now in a handicapped space, and he had four parking tickets. In between, the local council painted around his car and converted it to a handicap parking space.
Up to date, I just abuse the car park thieves and threaten to report them to the police. Fortunately, I look like a biker and few Australians carry guns, but now I will just bring a can of paint and make my own spots. When I leave they will still be there for others to use and, eventually, there will be no need for me to abuse anyway. If only it was that simple.
Although a silly example it shows how things go wrong in the world for so many people when there is not enough planning. Planners, please also include more accessible parking spaces.
