The new executive regulations for the federal traffic law no. 14 for 2024 have introduced new guidelines for the use of personal mobility devices in the UAE.
These include the issuance of three types of permits for electric bikes, electric scooters and small-wheeled vehicles with the provisions set to take effect starting January 1, 2027.
According to the regulations, which consist of 131 articles, the licensing authority is responsible for issuing permits for the use of personal mobility devices. Applicants for such permits must be at least 15 years of age and the permit is valid for three years from the date of issuance.
3 types of driving permits
The new permits include those for operating electric bikes, electric scooters and mopeds. These are part of an effort to regulate the use of such vehicles and define the categories of individuals permitted to operate them, in accordance with established guidelines.
The regulations outline six fundamental obligations that users of personal mobility devices including bicycles, electric bikes, scooters, mopeds and skateboards as well as mobility aids designed for the elderly and people of determination must adhere to.
The most significant of these obligations include registering the means of transport with the concerned licensing or traffic regulatory authority and abiding by traffic guidelines and safe driving rules in a manner that protects users, pedestrians and vehicle drivers.
Users are also obligated to keep their lanes and abide by the prescribed speeds and safety requirements, no matter if the mobility devices are owned or rented from trading establishments, noting that these devices are banned from being driven on roads designated for vehicles or from being used without obtaining a driving permit.
7 technical requirements for personal mobility devices
Seven requirements must be available for personal mobility devices to ensure the safety of both users and others. Most notably, these include a front light to illuminate the path at night, a rear light and a red light that activates when the brakes are applied.
The device must be equipped with an audible warning device mounted on the handlebars and must have brakes at least on the rear wheel. Furthermore, the wheels must be securely attached and in good operating condition and the wheel spokes are complete and properly tightened.
All parts of the device must be secured and suitable for safe use, while users must abide by any additional requirements determined by the competent licensing authority.
These regulations come as part of an orientation to regulate the use of personal means of transportation, enhance road safety requirements and reduce the risks to which road users, pedestrians and others may be exposed.
