Half a billion lives changed: India’s quiet revolution against poverty

There are moments when statistics tell a story more powerful than political speeches. The World Bank’s latest assessment of poverty in India is one such moment. Nearly 496 million Indians have moved above the poverty threshold in just twelve years, marking one of the most significant socioeconomic transformations in modern history.

Between 2011–12 and 2023–24, the proportion of Indians living below the World Bank’s lower-middle-income poverty threshold of $4.20 a day fell from 57.7 per cent to 16.1 per cent. Extreme poverty, measured at $3 a day, declined even more dramatically, from 27.1 per cent to just 2.6 per cent.

For a country representing nearly one-fifth of humanity, this is an extraordinary achievement.

The transformation is particularly striking in rural India, where extreme poverty fell from 31 per cent to 3.1 per cent. Urban extreme poverty declined from 17.4 per cent to 1.4 per cent. These figures demonstrate that progress has extended beyond metropolitan centres to communities that have historically faced the greatest economic disadvantages.

Several factors have contributed to this progress. Expanded banking access through the Pradhan Mantri Jan Dhan Yojana, Aadhaar-linked direct benefit transfers, subsidised food distribution, rural electrification, sanitation, infrastructure development and digital connectivity have strengthened household security and economic participation.

The provision of free food grains to vulnerable households has also helped protect millions against food insecurity and economic shocks.

Prime Minister Narendra Modi’s government deserves recognition for expanding welfare delivery and accelerating digital public infrastructure. However, intellectual honesty requires acknowledging that poverty reduction is the outcome of decades of economic reforms, agricultural improvements, expanding markets and initiatives undertaken by successive governments. No single programme or administration can claim exclusive credit.

India’s economic growth has provided an important foundation for these achievements. Sustained growth creates resources for infrastructure, public services and social protection. The country's experience demonstrates that growth becomes more meaningful when its benefits reach historically excluded communities.

Yet celebration must not become complacency. The World Bank estimates that approximately 35 million Indians remain in extreme poverty, while around 232 million live below the broader $4.20 threshold.

Crossing a poverty line does not automatically guarantee financial security. Families continue to face challenges involving healthcare costs, education, insecure employment and inadequate housing.

India’s next challenge is therefore to move from poverty alleviation towards lasting prosperity. This requires productive employment, stronger manufacturing, better education, accessible healthcare and greater economic opportunities for women and young people.

Debates about poverty measurement, consumption surveys and international benchmarks are legitimate and necessary. Nevertheless, methodological scrutiny should not obscure the scale of the progress recorded.

Nearly half a billion people moving above a major poverty threshold is more than an economic statistic. It represents improved living conditions, greater possibilities and renewed hope for millions of families.

India has not eliminated poverty, but it has demonstrated that deprivation need not remain an inherited destiny.

The true measure of India's rise will be whether it can sustain these gains, protect those who have escaped poverty and extend opportunity to those still waiting for it.
