The Dubai Government Human Resources Department (DGHR) announced the adoption of the workforce productivity measurement system as a unified government system, pursuant to Executive Council Resolution No. (67) of 2025, in a strategic step reflecting the direction towards establishing a government work system based on data and advanced analytics.
The adoption of the system comes as a culmination of a development journey that started in 2020 with a pilot phase involving a limited number of government entities, and witnessed during the project phase the formation of the Steering Committee for Measuring Workforce Productivity under Resolution No. (7) of 2023, which contributed to developing the methodology and enhancing the readiness of government entities for implementation.
With the issuance of the resolution adopting the project as an integrated system in the Dubai government, the committee concluded its work after completing its specific tasks, meanwhile, the application of the system expanded gradually to include 32 entities today, within a unified government framework to measure workforce productivity and analyse the relationship between human and financial resources and service outputs.
The system reportedly contributed to building an integrated knowledge base based on the analysis of millions of data points, which allowed for the development of a unified methodology for measuring productivity, enhancing the efficiency of government resource allocation, supporting decision-making, and improving service quality.
Abdulla Ali Bin Zayed Al Falasi, Director General of the Human Resources Department, said "The adoption of the system is a strategic milestone in the journey of developing government work, and reflects Dubai's vision in building a government based on data, employing advanced analytics to develop policies, enhancing performance efficiency, and empowering government entities to make more accurate, proactive, and impactful decisions. Its impact is not limited to measuring productivity, but rather establishes a unified methodology which enhances the efficiency of resource allocation, improves service quality, and supports the sustainability of institutional performance, in line with Dubai's vision to build a more flexible, efficient, and future-ready government”.
The adoption of the system comes at a time when the importance of data and advanced analytics is increasing in supporting planning and decision-making, as it provides a unified government framework which links resources, outputs, and results, thereby enhancing decision accuracy, raising performance efficiency, and supporting the optimal use of resources in government entities.
