From training to test: Inside Dubai’s strict licensing system

The widespread recognition enjoyed by driving licences issued in Dubai is the result of an integrated system of training, evaluation, and oversight that adheres to the highest international standards, prioritising road user safety above all other considerations.

Obtaining a licence is contingent upon competence and passing all prescribed tests according to unified standards applied to everyone without exception.

A person with connections to several individuals allegedly believed he could help a relative obtain a driving licence. However, reality proved otherwise: Dubai’s licensing system does not permit any deviation from standards, regardless of personal relationships or the extent of influence.

The story began when his relative enrolled in a driving institute and underwent the prescribed training programme. However, during the training and testing process, he failed one of the practical driving tests. He then attempted to contact acquaintances, hoping to obtain an exception or assistance that would allow him to pass the test. However, all responses confirmed that it was impossible to interfere with or alter test results, or to grant any trainee an unfair advantage.

All the calls he made only resulted in assistance related to rescheduling the retest, without any interference in the results or evaluation criteria.

When the matter was presented to an official in the relevant department, the response was decisive: “I cannot grant someone a driving licence before they pass the required tests because it is not a piece of paper to be given, but a responsibility related to people’s safety on the roads. We cannot allow an unqualified person to drive a vehicle that could become a danger to other road users and act like a ticking time bomb.”

The incident, which began as an attempt to seek an exception and ended with full adherence to standards, affirms that the driving licence in Dubai derives its value from the integrity of its procedures, the accuracy of its tests, and its commitment to community safety. These factors have made it a certificate of competence that enjoys trust and respect both within and outside the UAE.

The incident also reflects the philosophy underlying Dubai’s licensing system, which explains the status achieved by the Emirati driving licence and the recognition it enjoys in many countries around the world.

The Roads and Transport Authority (RTA) in Dubai affirmed that, from day one, applicants undergo a comprehensive training programme based on best international practices in driving education. This includes theoretical and practical aspects, traffic safety rules, and dealing with various conditions and situations that drivers may encounter on the road.

The RTA clarified that Dubai provides trainees with fully equipped examination vehicles according to international specifications. The examination system relies on modern technologies, including cameras, monitoring and electronic documentation systems, and smart devices capable of recording test details and accurately and transparently calculating errors.
