Born in Dubai in 1942, Al Habtoor pursued an academic path culminating in a Bachelor of Military Science degree from Cairo in 1967. Over the course of his career, he held key positions in the federal government, including Undersecretary roles at the Ministry of Public Works from 1972 to 1974 and the Ministry of Labor from 1974 to 1976. Following these roles, he transitioned into the business sector. Additionally, he served four terms as a member of the Federal National Council and was a notable member of the Dubai Chamber of Commerce.
As a poet, Al Habtoor left an indelible mark on the Emirati cultural scene. His body of work spans both classical and vernacular traditions, with renowned poetry collections such as "The Inspiration of Flowers," "Whispers of Wounds," "Shadows of Candles," "Particles of Longing," "Damps of Hopes," "Echo of the Desert," "Song of Time," "Nabatian Creations," "Confessions of the Hidden," "Overflow of Sorrows," and "Here are Whispers."
