The Federal National Council (FNC) called for increasing the salaries of Emirati teaching staff in the government sector, issuing a special federal legislation to regulate the employment status of the staff, and amending Decree-Law No42 of 2024 by adding a mandate to the National Qualification centre for Education (NQCE), related to reviewing and evaluating the quality of life for teaching staff.
The FNC issued 13 recommendations, including establishing a department within the organisational structure of the Ministry of Education (MoE) concerned with the quality of life for teaching staff, expediting the issuance of the executive regulations for Federal Decree-Law No18 of 2020 regarding private education, and issuing unified general rules regulating the work environment for teaching staff in both government and private sectors.
The recommendations included: Coordinating with various federal and local authorities concerned with private sector teachers to study the regulation of employment relationships in this sector, expediting the development of a career progression system for teaching staff according to a defined path which ensures gradual promotion and specific financial benefits, amending the job description card for teachers and defining their job duties in line with the teaching profession, developing the training and professional development policy for teaching staff, finding a mechanism to restore the role of the technical supervisor in the educational process, expediting the development of performance evaluation policies for teaching staff, and preparing an awareness plan aimed at improving the image of teachers and emphasising their status in society.
