Dubai enables Apple Pay, Google Pay, Rupay and more for government service payments

Dubai Finance (DOF) has announced the activation of a wide range of global digital wallets for payment of government service fees across all Government of Dubai entities. The Department confirmed that government fees can now be paid using various international digital wallets at government service centres, with several already accepted through the Dubai smart payment gateway DubaiPay and the DubaiNow app. The activation of all wallets in this group is expected to be completed by the end of the year.
Individuals, businesses, and visitors dealing with Government of Dubai entities can now conveniently complete their payments using a variety of global and regional digital wallets, including Apple Pay, Samsung Pay, Google Pay, Alipay plus & Alipay, Rupay, Diners, Discover, China union pay, Wechat Pay, NPCI QR (UPI), and Soft POS/Tap to Pay.
His Excellency Abdulrahman Saleh Al Saleh, Director General of DOF, stated: “The activation of global and regional digital wallets across Dubai’s government payment ecosystem is a major milestone and a qualitative leap towards realising our vision of a cashless government. It reflects our commitment to enhancing transparency and innovation in the delivery of government services, in line with global best practices.”
“The clear directives and close follow-up of the Emirate’s wise leadership have enabled us to take significant steps towards implementing the Dubai Cashless Strategy, which will further strengthen the emirate’s position as a global leader in digital transformation,” Al Saleh added.

Hamad Obaid al Mansoori, Director General of Digital Dubai praised this initiative and its positive impact, noting that it “reflects Dubai’s openness to all solutions that facilitate people’s lives and strengthen the foundations of the digital economy, ultimately enhancing the quality of life for everyone living in the emirate.”
“Enabling government fee payments through global digital wallets—integrated with Dubai Pay and the DubaiNow applications—directly supports the objectives of Digital Dubai’s strategy to digitalize life in the city. It fosters Dubai’s position as a leading digital hub by leveraging technology to serve people. This milestone also aligns with the Dubai Economic Agenda D33, which identifies the digital economy as a key driver of the emirate’s sustainable growth,” al Mansoori added.
Matar Saeed Al-Hemeiri, CEO of Digital Dubai Government Establishment, commended the initiative, affirming that it underscores Dubai’s position as a leading global city. H.E. said: “By integrating international digital wallets with Dubai Pay and the Dubai Now applications, we are unlocking new levels of accessibility and convenience. This step will benefit a broader segment of our users, whether residents of Dubai and the UAE or among the millions of visitors and tourists. This initiative not only simplifies people’s interactions with government services, but also strengthens the digital economy, key objectives of Digital Dubai’s Strategy and its vision to digitalize life in the city. With this milestone, Dubai advances toward our leadership’s vision of becoming one of the world’s foremost cities, driven by advanced technologies that enhance people’s lives."
Ahmed Ali Meftah, Executive Director of the Central Accounts Sector at DOF, said: “This vital step aligns with DOF’s digital transformation vision and efforts to advance a smart and inclusive economy. It is part of the ongoing implementation of the Dubai Cashless Strategy, which aims to reduce cash transactions across both the public and private sectors in the emirate, while reinforcing Dubai’s standing as a global hub for digital innovation and financial inclusion.”
Amna Mohammed Lootah, Director of the Digital Payment Systems Regulatory Division, explained: “Enabling such a wide range of global digital wallets for government fee payments is aligned with the Government of Dubai’s strategic direction to deliver smart, seamless, and customer-centric services that enrich the experience of all users, including regional and international visitors, entrepreneurs, tourists, and investors, as well as citizens and residents.”
