According to the 2025 Expat Insider Index, issued by InterNations, the UAE has continued its progress in the Quality of Life Index, ranking second globally after Spain and confirming its position as a preferred destination for living and working.
The index is based on the responses of over 10,000 expatriates from 172 different countries.
The UAE has been ranked first globally in terms of personal security, with 87% of expatriates expressing satisfaction with political stability, a rate that is significantly higher than the global average of 56%.
The country ranked first in the global basic services index, reflecting its superior digital infrastructure and the ease of completing government transactions online. Expatriates have also noted that the country boasts an organised and accessible housing and service system, making the process of moving and living in the UAE a seamless experience in comparison to that of many other countries.
The nation's healthcare system has been also ranked third globally for its quality and sixth for its availability. However, it was placed 25th in the same area due to the high cost of healthcare. The expatriates expressed satisfaction with the diversity of culinary options available (83% satisfied), as well as the cultural milieu (78%). Notably, the UAE attained the 20th position in the Environment and Climate Index, a feat attributable to the government's pronounced commitment to environmental policies and the accessibility of eco-friendly products. The UAE has also been ranked seventh globally among the most desirable destinations for expatriates to live and work.
The report constitutes one of the most significant global studies measuring the satisfaction of foreign residents with their lives in host countries. The index is based on an assessment of 53 key factors, including quality of life, ease of integration, the economic environment, job opportunities, infrastructure, and basic services.
As for employment, the UAE has been identified as a notable destination, occupying fifth position in global rankings. This is attributed to the UAE's provision of a wide range of employment opportunities and a stable economic environment. Furthermore, expatriates have also attested to the openness of the labour market and the opportunities it provides for professional development. The report also praises the work culture and work-life balance compared to other global destinations in Europe and North America, reinforcing the country's image as a prime destination for attracting talent.
It's been ranked 17th globally on the General Happiness Index, reflecting the satisfaction of foreign residents with their quality of life and access to services.
Panama retained its top spot on the global list for the second consecutive year, thanks to its affordable cost of living, straightforward integration process, and appealing work environment. A remarkable 94% of expatriates expressed happiness in Panama.
Colombia jumped from the fifth to second place, driven by its low cost of living and easy access to housing, despite some security challenges. Meanwhile, Mexico maintained its lead in the Ease of Integration Index, ranking third globally, with expatriates enjoying strong social networks and a warm welcome.
In Asia, China and Vietnam ranked sixth and fifth respectively, with strong performances in terms of job opportunities and the cost of living. Meanwhile, Indonesia ranked eighth and Malaysia tenth, reflecting Asia's growing popularity as a destination for expatriates.
