The explosion was believed to have been caused by a gas leak and investigations were ongoing, the AP said, citing an Interior Ministry spokesperson.
"Very sad news about casualties as a result of explosion at the club downtown Baku," US Ambassador Khazar Ibrahim tweeted. "My condolences and prayers."
Some 24 of the injured had been hospitalised, most with burns, the AP quoted a Health Ministry spokesperson as saying.
Azerbaijan's health ministry did not immediately respond to a media request for comment outside working hours. The interior ministry could not immediately be reached.
The country's emergency services were called to the club at 3am (2300 GMT on Saturday) and extinguished the fire before it could spread, citing a statement from the department.
One of the dead was a member of the groups that clashed Monday night at the club in Sorong city and 18 bodies were found after the fire, Adam Erwindi, spokesperson of West Papua Police, said on Metro TV.
The apparent attacks came as Israeli-Palestinian tensions are high, following months of Israeli raids in the occupied West Bank prompted by a spate of deadly attacks against Israelis that killed 19 people.
Police, quoted by private NTV television, said the chief suspect is a Syrian woman working for Kurdish militants. Forty-six people were detained in total, police said.
