Decree amends provisions of law on Union flag

President His Highness Sheikh Khalifa Bin Zayed Al Nahyan issued a federal decree law no. 13 for 2019 amending some provisions of the federal law no. 2 for 1971 regarding the Union flag.
The decree stipulates that the wording of Articles 2 and 3 of the federal law no. 2 for 1971 regarding the Union flag be replaced by the following:
Subject to the provisions of Article 1 thereof, the approved specifications with respect to the UAE flag, its pole, rules of flag hoisting and conditions of flag printing, publication and use will be identified subject to a regulation to be issued by the Cabinet.
Any person who, publicly or at any public place or a location opened for people, drops, damages or in any way insults the Union flag, the flag of any member emirate in the Union, the flag of GG countries or the flag of any other country shall be punished by prison for a period of no less than 10 years and no more than 25 years and fined no less than Dhs500,000. The decree stipulates that the crime of dropping, damaging or insulting the Union flag as mentioned in the first part of the decree is regarded as a crime affecting the UAE security.
This decree will be published in the official gazette and will take effect form the date of issuance.
Sheikh Hamdan Bin Zayed Al Nahyan, Ruler’s Representative in the Al Dhafra Region and Chairman of the Emirates Red Crescent, ERC, affirmed that the UAE, under the leadership of President His Highness Sheikh Khalifa Bin Zayed Al Nahyan, is moving forward to enhance its global humanitarian mission and shoulder its responsibility in preserving dignity and alleviating human suffering.
Sheikh Hamdan said that thanks to the directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and His Highness Sheikh Mohamed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Armed Forces, the UAE has taken a distinct and unique approach in enhancing various aspects of charitable and humanitarian work.
